5 recruitment trends we’re seeing in senior construction & civil roles

The NZ construction market is moving into an interesting phase. After a challenging period, activity is beginning to strengthen, and we’re seeing the impact flow through to senior and mid-senior appointments across QS, Project Management, Engineering and Construction Management. 1) Senior construction talent is becoming a strategic hire again.

As project pipelines improve, businesses need experienced people who can take ownership of projects, protect margins and lead teams — not simply fill a position. BDO reports that 34% of civil and infrastructure businesses expect to actively recruit over the next 12 months, the highest of the construction subsectors surveyed. (BDO)That demand will increasingly flow into experienced leadership and project delivery roles.

2) The market is moving from “survival hiring” to capability hiring.

The focus is shifting from simply maintaining headcount to asking: Do we have the leadership capability to deliver the work we’re winning? That means demand for experienced Project Managers, Senior QSs, Construction Managers, Contracts Managers, Project Engineers and Commercial Managers is likely to become increasingly important as project pipelines convert into delivery.

3) The best senior candidates aren't necessarily applying.

This is one of the biggest differences between recruiting for a junior role and recruiting for an experienced construction professional. A strong Project Manager or Senior QS may already be employed, performing well and not actively looking. They need to be identified, approached and engaged with the right opportunity. That’s where specialist recruitment adds value.

4) Timing is becoming critical.

Te Waihanga's infrastructure pipeline shows 519 infrastructure initiatives worth $12.7 billion were progressing through procurement in June 2026, creating visibility of future work entering the market. (Te Waihanga) For contractors, that means recruitment shouldn't necessarily start when the project starts. The best time to secure key people may be months before mobilisation. Build the team early. Give your people time to understand the project. Reduce the risk of scrambling for talent when delivery is already underway.
